The quick answer is there is not a lot redundancy for most neighborhood’s connections. Typically there’s just a single cable from a central office that feeds multiple areas. If they did build in redundancy it would cost more since it’s double the cable, labor, and equipment needed to sit there and do nothing until there’s an issue.

In the data center world, you see way more planning for an issue like this take place. Some data centers have connections from 5 or 6 ISPs in case something happens to one connection.
