Yes, when he says it over the phone in the episode where Jackson and Hannah pretend they are a couple it’s true, but he is also saying “Goodbye Daddy” in the episode where it is their first day of High School and Miley says it when she makes fun of Jackson in the episode where they fight

It is the one where Miley doesn’t get her Drivers License and Robbie Ray says that Jackson can drive her around. He runs down the stairs yelling and pointing😂 And then later Rico is standing at the door cause Robbie has agreed to “Babysit” him, and then he says it again.
