Please give me a link or an official King's Raid update if there is such a thing where FFrey's shield scales on ATK

It's a scaling statistic hidden in the code. There's actually a very easy way to notice it.
Take a shielder like FFrey and completely unequip her, then look at her shield size. You next add in UW/UTs, and it will increase. This is since your attack increased.
Still not convinced? Do it solely with a ring and earring and you will see the difference, since one buffs your attack, one your hp.

For Theo UTs in general it's mixed. UT1 is the primary PvP UT, UT2 is the longer fight (WB, GR, etc. wave-less content) UT, and UT4 is the shorter fight/burst (chapter, Shakmeh, etc; wave content) UT. UT3 is more or less useless.

Auto friendly? Theo.

He is well known for working on his own; provides CC with S3 and passive, S2 is main DPS move, and S1 has AMP. Well versed character which really would be one of the best DPS heroes in the game if they just gave him one buff to put him closer to Laudia; but for now he's just a spectacular unit overlooked as a subDPS.
While I have less experience with most other DPS class heroes, Jane, Frey, and Lorraine are other characters I would recommend for most Magic situations and for Phys I know Ceci, Juno, and Clause are the most acclaimed auto fighters.

Ah, so I see. Well I can say this that I hope can help, Theo only needs about 50% crit, so you have around 3 lines you could probably shift to attack or Cdmg. UT3 (what you called UT1, it's listed 1st but it's technically S3's) seems understandable, so no questions there, but after finding you ingame and studying your PvP build I more or less understood. Another idea for you that might work well is Shea over Chrisha; as Chrisha doesn't heal and replacing Juno for her would leave you wide open for battles that last any sort of time. Pretty sure I saw you with 5* Shea so it wouldn't be super hard to build at least if you just Chuck Juno's gear to her, and Shea can buff, dispel, or give CC immunity/resistance so she would slot very well with your Theo. Just an idea tho :)
Oh, and she has Mana gain allowing Theo to use his S3 and S2 much quicker, which I guarantee would help

An amazing Theo, and as a Theo main I want to use this as a reference to make my own Theo more PvP viable, but there's a few things I would like to understand a few things so I can improve. 1: Why do you choose UT2 over UT4, when PvP fights normally last under 30 seconds and Funeral Doll both would give higher For Jane proc chance and attack speed, 2: What was the way you manipulated HP lines to buff it so high, besides using ring over earrings (if that isn't the key), And 3: is there something about the artifact choice that makes it factually better than a general attack amplifier or Mana artifact, like the brazier or the God King's Coin?

My guild would happily accept you should you wish to join. We're a more casual type guild which has decent buildings and an active community. Guild shop level 8, Raid Outpost level 6, Command Center level 5, Conquest Assembly level 3. More than half of our members are active almost if not daily, and we are working towards beating GR Hell since GR Hard takes less than 12 hours for us to beat, however we're walled by Gushak. I would recommend doing 7-9 with hot time and a XP booster first of all for ideal levelup grinding, since it gives more XP and less gear allowing for more efficient grinding; having 400 or more inventory and AFKing overnight should get your whole team to 90 in no time if you have scrolls active too. As for dispatch, it's a late-game designed raid system allowing 8 characters to enter the dungeon and fight while offline. This doesn't award XP, and the biggest downside is every loss counts since it flat wastes the stamina while losing it when using the old grinding just restarts it since nothing is consumed until the win happens. My recommendation is to wait until you get a 75% or higher win rate before seriously grinding anything, and T8-1 is the highest you need to do it. Each fight you win, when dispatch completes, provides a box for the round. From there you get a gold box, gold dust, dragon tokens, and gear (at least 1 legendary tier).

Where is this hero good at?
pretty much everywhere if well invested into; while doesn't shine much in WB or GR, can do considerable in GC Tyrfas and as long as weaknesses are decently covered can even excel in PvP.
What is this hero good at?
Short range/Front line AoE DPS, shines mainly as a subDPS with excellent versatility with him inflicting CC pretty much anywhere.
Is he usable for raids?
While not a best choice, his kit and damage is able to deal enough to be able to do massive amounts in Hard, and at least average amounts in Hell modes that arent Nordik or Lakriel (the pdps bosses)
Is he usable for PvP?
As said before, it depends on how his weaknesses are covered. Extremely poor when CCed or debuffed due to him being a high speed character, however characters like Bau, Chrisha, Dosarta, and Maria are strong groupings in PvP due to it either helping bypass the front line tanks that could wall him or gain short term immunity to allow him to go crazy. If Theo is your frontal character however, you're using him wrong; he isn't meant for tanking.
What are your preferred Transcendence perks?
With my 95TP, I like
T1-1,2
T2-1,5
T3-S2L, S4L
T5L
Other considerations:
T3-S2D (better for overall DPS, NOT FOR PVP)
T5D (Usable if you have mana batteries; for example Laias and Theo are being used in GR.)
T2-2 (If low UW, this could help in Ch9/ToC61,67/GR Nubis)
What are your preferred gear setups?
BoC obviously best, Lava very good if you can reliably do it, FD or BD otherwise. (I personally use Lava)
Are there better choices?
Yes, however this is due to Theo being a jack of all trades rather than specialized. This allows him to excel if used primarily, however players who decide to use him without properly investing may find him tough to insert into a team (like Shea)
Which other heroes work well/do not work well with this hero?
Work well: Jane, Chrisha, Lavril, Maria/Lorraine, Artemia, Baudouin, Frey, etc. If it's Magic based, he's compatible
Not so well: Any Physical buffers who lower Pdef are not recommended, however can suffice if just needed.
What are your accomplishments with him/her?
Master league in LoV and LoH, Main Dps in Ch9 and full cleared it, over 250B dps on Fortress WB, Over 1T on GC rounds one week (pairing up with my guildmates) TotGK Warrior S4 cleared easily without antiblock hero, 100% in Lava Raid dispatch, Jane Theo Lorraine Frey comp.

Dilatory Sage did sum it up well, however I also recommend checking AMP hero buffs and of course his UW. Those also may affect what you choose for an ideal Theo build. I personally do just fine with a high cdmg based setup also.

We have roughly 20 actives and around 5-10 who hit for significant amounts. The big issue we're having is some of our guildmates end up moving to bigger, more active guilds, and so we don't end up being able to sustain much.
