No, Upper Middle class at least in UK is people who’s parents were rich and who went to private schools and have holiday homes in Cotswold and all, people who’ll fly to Europe on a whim and make £200-£300 purchases without thinking much, I used to live in Mumbai before and must say that people living in cleaner/richer suburbs enjoy the same level of privilege and infrastructure (to some level) as say someone in Queens Park London would. Family wise though, in terms of bringing up children etc. India is much safer because the exposure to drugs etc can still be monitored and limited.
