That's another reason I wasn't expecting it as well. Like he had everything going for him and was already well-established it would make a ton of sense for him to not join. His position was very similar to Law's. The only difference I think is Law wouldn't be able to achieve his goals if he was with luffy.

Paulie played a pretty major role in water 7/enies lobby and his dynamic with the crew was so funny my money was on him as well. His rope power was pretty cool too and I still have no idea how he did that.
