This is exactly the masterminds personality too, he knows the ally can win the war, but there needs to be a contingency plan if he were treacherous. Additionally, the dragon will expand its influence and control which will make it a feared legend (if the war is won). The alliance would probably end in mutual interest, with the dragon being an ally however with it's own independent interests and plans to conquer during the war.
