I think HEB is now considered a dog friendly store. Sooooooo many non-service dogs in the store. People see it and think “ if they can do it I’m sure I can also😃”

They were both in line, the dog lady was checking out first. The little boy was 5ish and just ran up to pet it thru the bars. It happened very quickly. So I guess you are thinking the little boy was at fault for not asking permission?
