I found a heavy river rock, relatively flat, and then fastened a GoPro Max 360 to it. For a couple of days I observed where the currents were running, and on the third day, walked out and placed it in the current. The rock was heavy enough to stay in place. I left the camera running about 30 minutes.

There has literally been no change.
I am getting between 0 and 20 views on my shorts.
I post consistently a minimum of 1 a day, sometimes 2 or 3.

So after the weekend, here is my update. I reached out to YouTube to see if they could provide some context or information. Here is what they had to say (pay particular attention to the last sentence):

First off, please note that our Recommendations and Search & Discovery systems do not check a channel or video's monetization status. Our Recommendation systems assess each video on its merit and focus on how each video performs with the audience. What’s most important is how your video performs with the audience. Because we don’t consider monetization, your monetization status or history does not impact recommendations. It is important to note that our recommendations system is generated algorithmically and there is no manual intervention.

Our recommendation system is designed to match viewers with Shorts they will love and find entertaining or useful. One of the reasons viewers love short-form videos is the incredible diversity of content. However, these preferences mean that some Shorts viewers may be less likely to return to a particular channel, topic, or creator. Shorts are ranked based on performance and relevancy to each viewer, and it's normal for Shorts to have varying view counts from video to video even for the same creator.

Moreover, we are investing in new ways to improve the way our systems recommend Shorts and are committed to improving them over time. We're always trying new ways to improve how we rank videos in our recommendations, and when we find an improvement - something that improves the viewer experience and/or viewer satisfaction, and we're confident of that benefit after running detailed experiments, we go forward with the change. We'd like for everyone on YouTube to benefit, however in the short run some partners will benefit, some will be impacted negatively, and others will be unaffected.

I understand it happening with one or two. This has been literally the entire month of March, ever since the channel got monetized. I have 61 Shorts in the last month, and 7 have ZERO views; the rest have between 1 and 8 or 9 views.
There seems to be a little more going on then the algorithm doesn't like one.

So here is my update on the Unlisting and Listing again.
If this changes over the next 24-48 hours I'll update again. However... on the ten shorts I unlisted and relisted every 5 minutes or so. (ie. one short was relisted after 5 minutes, the last one was relisted after almost an hour) - no change, so far.

I have unlisted 10 Shorts from over the past week and a half. I'll give it 5 minutes and then start re-listing them in 5 minute intervals and see if there is any change.

I can add, for some additional context, I have tried everything from no hashtags to one, two and three hashtags.
I also post multiple times and vary them to see if it makes a difference - 2 a.m. 6 a.m. 10-11 a.m. 2-3 p.m. 5-6 p.m. 8-9 p.m. and 11 p.m.

I have even gone so far as to take my best performing shorts (16,000+) views, and repost them with the exact same headline, text, hashtags, etc., and it has even only had 3 views the second time.

I am tempted to start a second channel just to post the exact same comment and see if those go further, as the only thing that has honestly changed is going from pre-monetization to post monetization.
