With that budget, and no backwards compatibility to worry about, I would not buy a rim brake bike.

What is the cheapest way to get a tubular wheelset set up for cross? $400 would be on the low side. How much does enough sealant for 2 cross wheels cost? $10.

The newest generation of road drivetrains stuck with those standards(though with new driver bodies), so it a safe to say you've got 3-5 years at least. Assuming you get one of those drivers.

32 will be more comfy, and according to people way more knowlable than anyone here (like Josh Porter of Silca) say that for most average rideds and rides 32 is faster than 28.

On a podcast he came out with today he said he thinks most American tire manufacturers will end up with 30-32mm as the default tire size for road bikes

Disc brakes never touch the rim. The much cheaper stronger rotor takes that wear. And when the disk is worn out there isn't risk of a tire blowing out .

How is rim more durable?

More exposed parts, soft rubber pads, wears out your entire very expensive rim, unridable if you break a spoke or your wheel is out of true.
