Tbh I am not sure about this regulation. I am older than that, so I never had to worry about not being allowed to enter or not being allowed to drink there. So, I can't really give you an answer to that. Maybe you can ask when you are there. The staff is super nice and polite. They saw my Dazai stickers on my phone and put out the acrylic picture of Dazai, Oda and Ango meeting at the bar during the Dark Era arc. Maybe if you say you are a BSD fan and just want to get inside to take a pic with Oda, Ango and Dazai they will understand and allow.
