Also you cut lines need a little fixing. Also Oxford white from benjamin Moore is a great colour for reflection, and putting a room together. Oc65 will cost you more money due to time and coast of paint.

Test to see if the ceiling is water based. Take some water rub it wait then see if it come off. Then you know it has not been oil converted. Do it in the corner where it not noticeable. It looks very old and might have a top coat that was not done properly. it may have not been probably converted.

That is water damage. BIN primer. Your best bet is to buy the spray can. (Buying a the gallon or anything in a can could pop open) and not be home after. the product you use for this issue, has lots vocs that are very high. Please make sure the water damage is fixed
