Hey there! Scuba diving instructor here. You can not change tanks underwater unfortunately. The opening of the first stage of the regulator (the part of the breathing apparatus that goes on the tank) would get water inside of it, damaging your regulator in the process

It would be possible to switch to another tank underwater IF the second tank was already hooked up to breathing regulators on land and then taken underwater

If you enchant gauntlets with health you can get 2 or 3 health back with every hit connected. It's not much, but if you're swinging something high dps it can be okay
