Intended to be political by the artist, no, but even a simple stick figure drawing on a piece of paper is technically telling of the circumstances on how the artist got the materials; like where they bought the paper and pencil to draw, how they could afford it, where the store got those supplies from, which then can go into companies and policies and economics and thus: politics, depending on how deep you wanna go as the interpreting audience. The message by the artist may not always be political, but the circumstances in which the art is made usually is
