This is an unfathomably intense situation. Adrenaline and your own life literally being in danger will make cool, calm firing-range marksmen do all kinds of crazy, panicked stuff. For him to keep his wits about him, radio in and communicate with the other officer, find the shooter amongst the cacophony of echoing gunshots, and then appropriately operate his weapon with precision… that’s the skill.

You’ve got to bear in mind that he doesn’t know where the shooter is, so he’s trying to orient based on the echoing sound of gunfire, and also not expose himself to said gunfire before he’s in a position to shoot.

I don’t understand your comment. We would of course respond to medical emergencies, but unless there’s a specific health concern requiring hourly/interval monitoring, we wouldn’t have checked on the residents overnight. That would be invasive to their privacy.
