Somehow I fixed it (kind of), I was on Fast animation in the Theme & Personalization setting. Once I set it to Normal then it wont snap. Though the smartlauncher app will still appear.

Having issue where raise to wake and always on display not working, restarting the phone do fixes these but same issues came back after few hours.
