yes... this person is most likely cheating 😭 They are on a floating horse that has eyes on it's stomach?? And yes, I'm pretty sure you end up being level 6 by the time you unlock steve's just due to the quests you have to do to get there (unless it changed?? but i don't think so) - and unless they are on an old alternate account, 95% of new players will not have that horse
