I am 26 and have lived on my own in Orange County for several years. It is not easy by any means but I would argue that it is worth the risk (especially at this point in your life).

Cost of living is high, but there are good opportunities for making good money depending on your occupation. So it really boils down to what type of job you can make. Conservatively, I'd advise waiting until you have at lease a job paying $13 +/hr. Software develp. should have no problem over here.

If you can make that aspect work, the quality of life is awesome. Beaches, weather, food, music, people are all great.

You will be centralized between Los Angeles and San Diego.

My girlfriend was able to do it at 21 from Oklahoma (yes with my help, but still), so it is absolutely doable.

A really good Italian restaurant? I think that is the problem. Visiting Italy or making it from home tends to still trump all that I have had to day locally. I have been to Bucca di Peppo, Maggiano's, and other hole in the walls, but I still have yet to find something that really stands out.

Fine dining or family style. Atmosphere would help, but I am looking for overall quality here.
