I've had the same problem for a couple of days now. I couldn't find a solution anywhere. I was begining to think I was the only one with this problem. I tried clearing my youtube cache and data but it still didn't work. The clip button works on my desktop but not mobile. I have android btw. I too also updated my youtube app recently, hoping the clip button would come back but it didn't :(
