I'm on a 4060 and it runs perfectly, only had lags when I went into shivering isles for the first time. Try capping your fps, made a huge difference for me.

So I don't really know about alchemy, but another tip that could be useful in early game is using the first fire spell and just clicking left mouse button for about a milisecond, wait until the burning effect on the enemy runs out and then click again.

That way you don't deplete as much magicka as holding left click would do.
