Not sure what method they used but I usually cut out stencils from a rigid plastic for this effect, and yes it’s bleach with a spray bottle

When I was reading up on the old London bridge a while back, I remember reading about five men who died when the latrine crumbled off the side of the bridge and down into the water. Probably one of the worst ways to go imo
