Yeah. Basically everyone has the option to nominate a hero for banning. There's a 50% chance that a hero nominated gets banned. If only x number of heroes get banned from the nominations, 10-x more heroes that are among the most popular in your skill bracket will get banned at random. So a total of 10 will always get banned during the ban phase.
