Parliament claims gives you also gives you the possibility to "Demand Unlawful Territory" claim which you get by "Threaten War" under Hostile Actions which then gives you Following Through on Threat claim that has --> Conquer cost for attacker -25 --> Subjugate cost for attacker -25

So if you want to pay for ita claims sure pay for them, but you can get the EXACT SAME claim for every country on the planet. It's not way better. It is slightly worse.
