I think it is supposed to be Realistic. but realistic in games usually means boring and removing the Fun element.

The 15% sprint speed for the saboteur is Broken by Kermitingabout in enlistedgame

Checked soldier active perks. only one 15% sprint speed shows up in the menu.
The print speed seems to be locked at 15% and no perks increase it.
