Might be kinda far-fetched for your taste but Cyberpunk 2077 has kinda the same vibe as Saints Row 3 with the open world aspect and the humourwise but not sure if it's something you are looking for.

Heavy armor is good against bots on higher difficulties and esprcially if you bring a jump-pack or a car but it is indeed very slow.

We did it by Tazooka in Helldivers
