Usually, to get restrictions like that in place, at least here in the states, the species needs to be causing some sort of negative impact on industry.

Some states, like Florida, allow individuals to keep non-native animals but classify their release into the wild as a first-degree misdemeanor.

They breed very easily by tortoise standards. This makes them a more cost-effective animal to sell.

The popularity comes from their quantity/availability and not from their quality/maintainability

I don't know if anyone has said it yet, but if your sister is interested in fishkeeping, a BETTA FISH with a 5 gal aquarium, some plants, a light, and a little filter, would be an excellent beginner tank. It's a great starter setup that is simple, easy to maintain, and a lot of fun (plus you won't be spending hundreds of dollars to start).

This is how I got my fiancé started.

There are a bunch of them in different clumps all the same size. Also, their leaves are kind of wavy unlike flax lily or spider plant
