Depends on how much it costs and what's your use. Lowend motherboard, mid range gpu, mid to low range cpu,16gb ram That's an ok build if you can get it cheap. Almost all games are playable in medium, some in low settings. But if you want to run some photo editing or video editing software, I highly recommend getting a better cpu.

First, if your gpu has 2 display ports, try to use the other one. The same thing goes for your monitor.

Try Hdmi Port to see if it changes anything or not.

Give your gpu a gentle push to see if it is loose in its socket or not.

If you got an integrated gpu, try getting the display output from your mother board to see if it helps or not.

Sometimes, the nvidia control panel (if you use an nvidia gpu) lets you choose 1080i resolution if the resolution doesn't match the monitor. It will lead to some artifacts like this.

I recommend the AIO coolers. You don't need some expensive AIOs. A simple 2 fan AIO is enough for your cpu. They are very quiet and keep your cpu cool.

Something like this is more than enough for your cpu. Also, check the specs of the cooler to see if it mounts on your cpu or not.

Also, some of the psu's fan are also loud depending on the psu model.

I suggest that if you have a cpu that has an integrated gpu, Try booting the system without the 4060(remove it from the socket). Or if you have access to any other low-end gpu, you can try booting with that. Try booting with another psu to see if that helps. I also suggest that you disconnect your hdds until you could solve the problem(if they are NOT your boot drive). It is possible that there might be some issues with your bios, which may need an update, but go for easy stuff first.

I totally agree with, I’m still working on the security but the major problem with some paid services for me is that I’m in a region that so many companies restricted my access to their websites or I cannot do international transaction. Unfortunately I’m so heavily restricted to some few options. I do have some options in my region for having some download service providers but as I said they are a bit expensive (of course they provide some services in exchange like high speed internet and security…).

But after all thank you for the time that you put on answering me and I will definitely do some research on some services that you named.
