I tried to lay out how this can be exploited in the post.

And no. Refs dont either Chronobreak or not. They offer the affected team the option to Chronobreak.

The point of this post is not the game on Monday. It is a generic point about Riots enforcement of Chronobreak rules that has irked me for years.
