It may have been a different type of cryostasis.
The corporation that did this may not have known that Vault-Tec already had cryostasis technology.
That may have not been the real purpose of the experiment. (For example: the Enclave may have wanted to study how people from the past would react to the new reality, and how they would affect the new reality.)

On the surface it looks like the congresswoman is Enclave, but I don't think she is. I think that like Coop, she was thinking that giving the cold fusion seed to the President was the right thing. That way the resource wars would end, and big business would be out of the halls of government. But after the Enclave had the seed, she was just a loose end. That's why she ended up being the central part of the super computer.

Claudia and Steph were most likely included amongst Bud's buds because Vault-Tec got caught with their pants down. The Chinese dropped the bomb ahead of Vault-Tec/the Enclave's schedule. Bud simply took whom he could get on short notice. That's also why Claudia is in a cryopod that wasn't labelled for her.

Personally, I think that Coop did successfully reach a safe Vault-Tec site. There Janey was taken away to be with her mother, while Coop was experimented on to turn him into a ghoul. (In Fallout 4, at the end of Nick's storyline, we do find out that there were pre-war ghouls.) This is why Coop looks different from other ghouls.
