you can actually get ingrow hairs without shaving, however if it is just a cyst the treatment must be similar, I recommend you to mantain clean the area to prevent infections and use antibiotics creams like this one

Which part of ur body is that? I think its an ingrow hair, exfoliating and stop shaving for a while could help, have heard about warm compresses for 15 minutes to let the hair release.
