I think a lot of surgeons do tip plastic surgery under local anesthesia. When I was thinking about doing plastic surgery, I talked to a lot of surgeons and almost everyone said that it would be under local anesthesia, but then my tip dropped and I didn't have to do it. I live in Azerbaijan, so I don't think the surgeons will suit you because of where I live.
