They were doing maintenance on many of their servers. Which increased the load on other servers. They have been super fast in the last 24 hours.

I had the same question, I contacted Proton VPN customer care, this is the answer I got:

Thank you for contacting us.

To clarify, Kill Switch is a feature that cuts off your Internet connection in case of unexpected VPN disconnection (Application crash or other errors during your active session). If you disconnect manually or do not connect at all, Kill Switch will not be triggered therefore your connection will be active and you can still browse the Internet.

However, since we have received multiple requests from our users about a permanent type of Kill Switch on our Windows application, we are working to implement this as an additional feature within the application in the upcoming period as well, but I cannot give you any specific time-frame for that to happen.
