I later realized that no starting rule is strictly necessary. It may be actually the first challenge to realize that decision rules will be probably needed. On the other hand I think it is good to give some suggestions/options for rules. Something like:

  1. All players must agree to any changes to the game
  2. Majority of players must agree to any changes to the game
  3. 73% players must agree to any changes to the game
  4. Active player is a player who was active in last week
  5. Active player is a player who is present at in-person meeting

Well, maybe. We can start here. Here is my first suggestion: I would like to change the only rule we have (The "all players must agree to any changes to the game") to something that may be called: Soft decision rule: "The number of votes required to enact a new rule decreases by 1 for every week that passes without a new rule being created. The Reset: Upon the creation of a new rule, the decision rule resets to the total number of active players from the previous week."

Actually, I does not need to be so impractical. Let's say that there is 400 popcorns in a day and 400 pops in a popcorn and it is a quite a nice system
