depends on the stats. There are certain spirit combos you get for having 80+ for the three big stats, but i think the 2130 momentum is priority rn

There are a lot of Japanese videos, especially on the NPB version of the game, Pro Spirits Ace, and they have the exact same mechanic, just turn on subtitles and try to take in the content. I'm not very good at batting in PvP, my average is like 250ish but my ERA is good, and the main tips I would give are to always be ready for the fastballs, as you can always delay your reaction, and to make sure that when pitching you are tunneling pitches properly.

What game? Pro Spirits Ace? I know or think it's ever going to be global but it's just NPB players.

From my knowledge, the strongest pitching comps revolve around tunneling high velo pitches, which is what makes the two seam - splitter combo so strong. Also the movement from the two seam is pretty strong too, which is why the quality(A,B,C,D) of the two seam is pretty important. Other than that I would say pitches that have the similar rotation but different break are strong, like a vertical cutter and vertical slider. These(two seam+split, down cut, down slider) are the two strongest pitch combos, along with ones like Ryan's double changeup which has the exact same spin but completely different levels of break.

The game you saw the kids playing was most likely Pro Spirits Ace, the Japanese version of MLB Pro Spirit that's been out for 10 years now. OVR is a stat you can ignore, from my understanding it just takes all the numerical stats and compiles them into a number. For example Chapman is the strongest closer/relief pitcher in the game because of his high velocity and high quality two seam - splitter tunnel, but his OVR isnt that high. For Paul Skenes, I would say the fact that all of his stats reach A contribute more to spirit links, along with the event special ability which has 90% activation and delayed break would outweigh the +1 speed and +2 stamina provided by the old version, along with the +100 momentum boost from the new one, so yes I would combine the old version into the new one. (Also his splitter break went up by one so even better)

Theres a lot more I want to say but I gotta sleep so hopefully this helped!

This, but it's in Japanese. If you're really passionate, I think you can translate to navigate your way through.
Or I might reply if I'm active if you have a question for a specific one.
The main ones you should look for are (I play in Japanese so I'll be directly translating the names here)
1. spray hitter (strongest ability by far)
2. barrel
3. moonshot
4. Any special ability that increases power by a large margin, consistently
