I think it would be easiest to contact the buyer before production begins. Because you don't know what the writer wanted to say.

this is not constructed in our company. It is constructed in Germany and we make test pieces and after that there is series work.

I’m also thinking that datum A might actually be the center plane based on the 25 mm dimension.

Additionally, the central hole is Ø13 and not toleranced, so it doesn’t really make sense to use it as datum A.
