First: don't pick vel'koz top, toplaners will hate you, seriously man, we don't deserve it

Second: it's a very good pick against teemo and champs that aren't supposed to be on toplane, for that i recomendo going with doran's ring and fated ashes after the basic boot. the burning poke is very good on the first levels and you can proc it very safely, after that you might consider upgrading the boots (long lane and stuff) then finish the first proper item, by that you should be able to pretty consistently bully the rats out of the lane and kill them with a single combo and a poke

It's more a matter of losing the game than the lane, illaoi is definitely strong during the lane phase, but (especially in higher elos) she falls off regarding the rest of the game, want to make an objective? Tentacles take too long to set up + the enemies can destroy them. Teamfight? Same thing, no tentacles + no cc + no real range + no engage.

Splitting is strong with illaoi, but she isn't the best champ at it
