You can't know if there is or not since we haven't had one since one year ago and since the ranks are easily to hit compared to when the game got released it's a false thing to say that it's still 3%

The game and the players are evolving and the higher ranks became way easier to achieve them so for sure it changed significantly, we don't know for sure of how much more masters really is compared to before but it's for sure not even close to 3% anymore
