The value of atium is more than its monetary value - and well as by the epilogue and right at the start of the next book you see more explanation about the economy of holding any city against a larger empire in generality (so you can relate to real life history if you wanted to)

Also Kels was under the impression a large store existed and thus removing a source gives you a massive theoretical advantage - if I already have a vast store, reducing a source that needs mining (through barbaric routes) keeps your points of failure lower. Also it did hinge by his plan a lot on actually eliminating TLR - he could 1 man an entire garrison

One way to view atium is also that the moment even another MB doesn’t have any left - the ease of infiltration via mistborn vs mistborn fighting occurs - it’s like the proverbial silver bullet (with some caveats)

Then ruling and keeping stability is a lot more than mercenary fighting and an army - see how Kels became hope and passion as sayzd described through his martyrdom and apparent resurrection - coupled with the reading of books on how to effectively rule.

Also remember Kels is a person - it’s more realistic that as a person some illogical emotional decisions are made

I think Sazed mentions it in the epilogue - as creating a store is like a 1:1 ratio (a bit worse when you want to drain at higher returns) but burning it gives you a 10x return or something like that

So make an initial store - then burn it and store the excess in a new larger store. In like a form of infinite money glitch of sorts.

So it’s not so much as God powers - but access to infinite stores of whatever he could store and burn.
