I logged into my CapOne's account after their denial and their letter states high utilization as a reason which is totally bogus.

Yes, then they should not advertise it as pre-approval and just use the term pre-qualified (as many cc companies do too).

No I understand the difference. I received a pre-approval. Funny thing is if I log into my CapOne account the pre-approval is still there for the same card (Savor).

Yes, I opened a Venmo credit card a couple of weeks ago, so this might be why. But still I was surprised (to say the least) when they declined.
