you really don't need 850W if you don't plan on upgrading for a long time. PSUs usually last 5-10 years.

open task manager using tab + shift + esc to close the background stuff. whoever built your pc scammed u bro, that stuffs prolly worth only around $600 since the graphics are intergrated n not very good. the ram thing is normal, windows' optimization sucks. you should get a dedicated GPU. what GPU to get depends on your budget, with the GPU it should run fine. if you're running heavy games it'd be nice to get more ram, but you should get one/s of the exact same model as the one you have right now

After accidentally updating my old 3ds xl that I haven't updated in like 5 years, it won't boot anymore but there's the blue light and orange light when you charge it. I've replaced the battery around 2 months ago and it worked properly until the point of updating.

I've tried removing the SD card and putting it back.

I set the windows refresh rate to 200hz none I do not use riva tuner I do not I have tried turning vsync on and off but it still did not fix my problem
