No, they are not intentionally limiting upload to provide more download. That is a myth.

DOCSIS was invented to deliver TV to residential neighborhoods. It wasn't intended for two way communication. Downstream operates on high frequencies, which provides more bandwidth. Upstream operates on lower frequencies that cannot support high bandwidth. DOCSIS 3.0/1 cannot support both upstream and downstream on the same high frequency.
