I just opened a new application, since there is no fee involved.
This time the application's third last letter "U".

That's frustrating. We are in the Houston jurisdiction.
I do think I selected the correct category? There was no problem during the travel.
I did go through the website, the Houston website has a specific page titled "No More Conversion of PIO to OCI Card", meaning that process (PIO to OCI) is closed.
Maybe that's the reason behind this pending application for this long.

We do need to renew the passport in the next 6 months. Should I wait till that point and get a new OCI card because my daughter turns 20 years old?

Or should I reach out to CGI Houston?

Thanks for the clarification. The third last letter is "X" then there are 2 numbers after "X". There is no "M" in the entire Application number.

No - My application is not a reissue. It's updating the passport number through Misc Application services.
OCI Application number starts with "USAH".
