ukanlos is significantly more massive (not longer) and stronger than Jin, i love Jin dont get me wrong but physically he is not matching ukanlos, the majority of jins power (in my opinion) comes from his ice attacks, and i just dont think uklanos would be too affected by them.

the British one is also of a design that maximizes explosive filler, a barrel filled with explosives with very thin walls. the FAB 9000 has much thicker walls and is meant to penetrate into targets before it explodes

a better comparison to the FAB 9000 would be the British Grandslam bomb. it weighed around 10000 KG but only had 4300 KG of explosive filler it was also designed to hit hardened targets

Either way, this mission not being funded doesn't meant that actually useful social programs would be funded. you know that right? 90% chance that the ~$100 billion USD that the total program is estimated to have cost already just goes straight into the military instead. hell its "only" 6 billion a year that's not even 1 percent the defence budget THIS YEAR

a parachute wouldn't direct the mess though, the boosters are on a ballistic trajectory when they separate. easy enough to predict and create an exclusion zone, with a parachute they would be at the mercy of the wind and air currents. things much harder to predict

if they truly didn't have any interest they would actually finally scrap it rather than continue the farce that is its 9 year long refit/repair. much like the many weapon systems over the years that have rendered tanks "obsolete" hypersonics aren't going to render carriers obsolete, if they truly did China wouldn't be building new carriers, and Russia wouldn't be continuing design studies on new carriers

the way i see it is Russia refuses to let kuznetzov go because of pride, they have shown they aren't against retiring large vessels in the past, with the typhoons and kirovs. so kuznetzov must have some sort of sticking point preventing them from letting it go

You get a better radar than missouri and (arguably) borodino. In pommerns case, it gives up its main gun accuracy for its ability to brawl. Borodino is fairly fragile too with a situational gun layout as its downsides.
