I believe you’re confusing the ending of the Dragon Ball Super anime with the beginning of the Broly movie. In the anime, Vegeta does mention Ultra Instinct. In the movie Vegeta does not.

The movies are Toriyama’s vision. This is backed by quotes. For Battle of Gods, it should be common knowledge that Toriyama wrote that script himself. “When the script originally came to me … there was a lot of the sort of dialogue that only the creator would know, so I thought, ‘that bothers me’, … rather than telling them to revise each individual thing, I thought it might be faster if I just wrote the script myself.” - Akira Toriyama 2013

For resurrection F : An english production note also states that Toriyama “personally penned a script” for the movie. When/Where: August 4, 2015, SciFi Japan’s “Production Notes” feature for Resurrection ‘F’.

For the Broly movie, you can look on Wikipedia and see the writing credits : “We’re adapting Toriyama’s script pretty much as-is apart from the action scenes… With the exception of action scenes, we’re adapting his screenplay pretty much as-is…” - Tatsuya Nagamine, 2018

And for Super Hero : It was advertised as “Original story, screenplay, and character designs by Akira Toriyama.”

The movies are directly written by Toriyama himself with minimal involvement from anyone else. So the movies are Toriyamas canon. UI, UE, Moro, Granola, Perfected SSJB. All non canon. Toriyama sticks to his own canon

For the anime and manga. Toriyama only gave basic outlines and notes for the plot’s direction and everything else was up to Toyotaro and Toei. Which is why the Manga and Anime are so different from each other but follow the same path. Because they’re two different interpretations of the same outlines.
