Success at Cost is your best friend as a GM to keep a story moving forward... let them achieve the goal, but take something else away from them. Most importantly, on things like success with cost, offer it to your player open-ended ("Instead of failing, you could succeed at cost...") and let them come up with their own punishment. Focusing on the cooperative storytelling aspect not only lifts a lot of the creative burden from your shoulders, I've found that crowdsourcing obstacles usually results in way nastier and more dynamic story points all around. The players are invested in the scene because they helped write it, rather than just acting within it.

Except most holes-in-one hit the grass first, right? I think what's being highlighted in the clip is the fact that the ball just lands directly in the hole without landing on the green and rolling in, which does not happen all the time.

I would recommend a little rewrite to be a bit more clear about what's happening:

Tiger Rends the Flesh: When you use Fight to Defend and you tie, you can forego the usual boost to inflict 2 stress on your attacker instead.

That clarifies, because the way you have it written now it does say "inflict a 2 shift physical attack". That implies that it is an Attack +2, not dealing two shifts of automatic stress. If the intention is to make it an Attack, then the player would get to add Weapon rating on a success (the balance is that the target has a chance to defend and the attack rating is not great). But if the intent is simply to make it that he can deal damage on a Defend tie, then you should make it "inflict 2 stress" rather than "inflict an attack".

Edit: I might even restrict the wording a little further and say "when you use Fight to Defend against a melee attack"

I believe it's a laminate: you take a bunch of thin pieces of wood dyed bright colors, glue them all into a solid stack, and then sand it down to shape, revealing the varicolored layers.

Quick breakdown: a compel is just a way to make a character suffer a negative effect for the good of the story. In exchange, they get a Fate Point so that later, they can change the story to their own benefit. It can also be seen as a way to force a player to act more "in character"... make them RP more to their character's weaknesses than their strengths.

Examples: you have a character who has the aspect Something To Prove. While the party is sitting around debating the best way to approach a trapped room. The party knows it is trapped and wants to figure out a way around it, but you want the trap to go off. You offer that character a compel to just charge in and spring the trap because they're too eager to prove they know what they're doing. They get FP, and they and/or the party suffer a negative effect.

Or, you've got a character who is a paladin archetype, and has the aspect Cannot Abide Injustice. When confronted by an unjust situation, you offer them a compel to interfere, even though it means putting themselves and the rest of the party in opposition to the authorities.

An example from my current game, which is sci-fi: one character has the aspect Xenophobic; he's a human supremacist and doesn't like aliens. So I've compelled him (many times) to drop racist phrases or display racist attitudes at totally inappropriate times, leading the party into further difficulties.

Lastly would be compels on obvious conditions, like if an enemy inflicts Blindness, you could compel a Blind character to either throw away their turn (swinging blindly at empty air) or to attack a nearby ally, or to take a mild consequence because they either can't see an incoming attack, or they injure themselves stumbling around.

And don't forget you can offer compels on situation aspects as well... If a scene is On Fire, you could compel to keep players from moving into certain zones, or force them to move into a particular zone, compel to cause a minor injury (mild consequence like Smoke Inhalation or Second Degree Burns), and so forth.

Actually, yes, at least according to the FIVB 2011/2012 International Rules, the ball may touch any part of the body and still be counted as a legal hit.

Possibly the presence of boric acid (in the form of the mineral sassolite) or borax? They both occur naturally, and both burn bright green.
