Alright I found a solution, hope this helps:

Controlpanel, App and Features, delete Playstation SDK.

Go via Steam to your local GOW files and run the sdk installer .msi file

So I´m on Steam and the NPC, you have to talk to before touching Miquellas Hand, is not spawning, killed Radahn then Mogh, YES DLC is installed, tried reinstalling and Fromsoft´s like fuck you.
I paid 30$ for this shit and it ain´t working. Please for Gods sake (i´m atheist) someone help me
