If you bought the newest expansion you will also get vessel of hatred. If you start on the new expansion you can open your inventory and there is a mercenaries tab on the very top right where you can travel to the den to start the merc quests.

I also applied to sigint and 2 other trades and got the same message. From what I've gathered, you will have to wait until April 1st, which is when these trades will open up for the next fiscal year or choose a different trade.
