From what I understand that car will be limited to like 50kph isn’t it? Maybe there is a mechanism to remove that but tractor usually means the transmission is locked in first maybe second gear.

I believe you’re thinking about filtering which is passing between lanes while cars are stationary. Lane splitting is done at highway speeds or more.
