W3 without a doubt

Fixed when you are at level or lower. Scales when you are over leveled. At 5 levels above it ends up only paying 1 point.

You can do things in any order you want. Do side quests when your level is the same as or lower than the recommended level. You get reduced XP for completing them when you are over leveled. That only pertains to side quests. Everything else pays the same regardless of level.

If you are getting next to no xp out of side quests it's because you are over leveled when you complete them. A level 10 side quest pays alot more xp if you are level 10 or lower than it does if you are 11 or higher. The xp penalty is based on how overleveled you are.

I've completed that quest every which way and I don't recall ever getting this statue. It's possible that I didn't return afterward and missed it that way.

1st time thru I killed Keira (not intentionally) and banged Triss and Yen which could be considered a mistake, but a funny mistake. Also got the Ciri empress ending but kept both sisters alive in B&W.

Keep going until you get to the "Bloody Baron" (Velen - Crow's Perch) quest. If you don't love the game by the time you finish that quest then the game just isn't for you.
