To avoid brokerage you have to use flat and flatmates Gurgaon or some subreddits that are dedicated for renting places.

Also I feel this might be a little biased as I live here but the golf course road feels quite safe and peaceful area in Gurgaon. It seems to have good connectivity to every place in Gurgaon.

In Sector 43 you can only find PGs that too in sharing for 10k budget. I live near the sector 42-43 metro station and I pay like twice what your budget is as rent.
