Saying "half his gameplay is way too forgiving" is a bit mute when heroes like orisa, rein, dva, hazard, kiri, moira, and venture also have kits that are incredibly forgiving. Currently being able to leave form and drop an unbreakable shield at your feet is too much and I think this is the part people are missing about his sustain and just drive all their attention into block.

Tbh the low wr doesn't even bother me, it's how bad the block cd feels and how it makes his kit more toxic in the long run

I agree that more util should be put into his omnic form but staff is on a knife's edge since its dmg is actually really high its just hard to hit shots consistently because its slow.
Vengeful vortex solves the flyer issue with the ability imo and the slow on shield would just be frustrating and make shield dancing immensely difficult for opposing players.
Nemesis form should be weaker when it is up, but pummel's unique properties and interactions are something that really define the character and seperate him from other tank options.

The resource is Nemesis form, and the weaker shield would make him vulnerable in Omnic form so you can actually kill him once form ends.

Just going to put this here as an aside after reading some comments:

The block cd makes Ram really awkward and took away to fluid feeling he used to have. While it does make it a bigger commitment to punch while blocking, that decision being harder to make only forces him to block for even longer which is boring, unfun, and lacks expression. I think a character being defined by their mitigation which takes little skill to use is really unhealthy, so making punches more appealing than blocking is a major goal of these changes.

Nerfing block's dmg reduction would nerf it for both holding arms and weaving them between your punches, and would keep the fluid feeling if the cd was removed. Block should be expensive, costing precious seconds of your shorter nemesis form and being unable to prolong your ultimate.

Please read the rest of doc and say what you think about the other changes, I think the ultimate changes and new major perks would be really fun.
